Section Speed ​​​​Measurement has been in operation on Polish roads for several years now, since the end of 2015. It already includes dozens of such devices, and 2023 is expected to be the next year of expansion. We will present the current map of sectional speed measurement in Poland and the plans of the Automatic Road Traffic Monitoring Center (CANARD) and the Chief Inspectorate of Road Transport (GITD). Although the topic has been raised for a long time, many drivers still do not know how the measurements are performed and what the limits are. Unfortunately, these accounts for dozens of fines issued each year.

Sectional Speed ​​Measurement – ​​how it works

Simply put, sectional speed monitoring forces drivers to comply with traffic regulations throughout the entire length of the monitored section. The difference with speed cameras is that they only record the instantaneous speed in front of the device or immediately behind it, depending on its design. After passing the camera, or after a few hundred meters, you can increase your speed.

The sectional speed measurement system currently covers a total distance of approximately 184 km. Once expanded, it will cover over 600 km of roads across Poland. This year, 37 new locations are planned to be opened to monitor the speed of passing vehicles.

Recently, two road sections were commissioned under the supervision of the OPP, and they are:

  • route S7 , bypass of the city of Białobrzegi (Masovian Voivodeship),
  • A4 motorway , section Kostomłoty – Kąty Wrocławskie (Lower Silesia).

OPP – strength in simplicity

Section Speed ​​​​​​Measurement is a system designed to be simple and effective. It involves monitoring a monitored section of road using two cameras, one located at the entrance gate and the other at the exit gate. The camera at the entrance gate records vehicle data and the exact time of entry into the measurement section, while the other at the exit registers the time of exit from the monitored section. Additionally, a photo of the vehicle with the driver visible, along with the location, date, and time of the measurement, is recorded.

The system automatically calculates the average speed based on the distance and recorded travel time. The next step is to compare the result with the speed limit for that section. When excessive speed is detected, the OPP initiates a procedure to penalize the driver for the offense. Similar to speed cameras, the OPP registers vehicles exceeding the speed limit by more than 10 km/h.

The Automatic Road Traffic Monitoring Center (CANARD) is responsible for processing data received from the OPP. When the speed limit is exceeded on a given section, the system automatically sends a photo of the vehicle to the Road Transport Inspectorate headquarters. Based on this photo, the Road Transport Inspectorate (ITD) issues a ticket. A ticket can be issued within 180 days, counted from the moment the violation is detected, i.e., when a CANARD employee checks the information in the system. If a ticket is not issued within 180 days, inspectors may, within two years, submit a motion for a penalty to the court.

Monitoring vehicle speed on dangerous road sections using OPP is also used in other countries. A good example is Italy, where its implementation has reduced the number of accidents by 19% and the number of injuries by 27%.

How to recognize the beginning covered by OPP – look at the signs

According to applicable law, areas subject to Section Speed​​Measurement must be appropriately marked. In this case, there are two signs: the first is sign D-51a “Automatic average speed control” and the second is sign D-51b “End of automatic average speed control.”

If the start of the OPP is located in a location with limited visibility, an additional T-1a sign is placed under the D-51a sign, indicating the distance to the start of the sectional speed check. The entry point to the OPP is a gantry above the roadway, where yellow cameras are mounted.

It’s worth noting that the system also operates using infrared light, meaning it’s effective at night and in low visibility conditions. Fines from sectional speeding are the same as in other cases.

Due to the insufficient effectiveness of traditional speed cameras, the Road Transport Inspectorate plans to systematically expand sectional speed measurement. As the network grows, the map of sectional speed measurement in Poland will become even more useful for drivers who want to stay informed about monitored road sections and avoid speed-related penalties.

As I’ve already written, the sectional speed measurement system is scheduled to expand to include 39 new locations in 2023. Two of them were recently commissioned:

  •  There will be as many as 73 such sections of Polish roads. Over time and with technological advancements, the scope of enforcement will undoubtedly expand. Sectional speed monitoring  is managed by the Center for Automatic Road Traffic Surveillance (CANARD), and fines issued by these devices are the same as those issued by speed cameras. According to regulations in force since January 1, 2022, drivers can be fined up to PLN 2,500 for speeding, and in special cases, their driving license may be suspended for three months.
